I, the undersigned representing Greater Alwal Allied Service Association (or GAASA), as its General Secretary, address you as under:
- I submit that your self is aware that the two major lakes in Alwal GHMC i.e., Kotha Cheruvu and Chinnaraya Cheruvu are connected to each other through canals with outflow from Kotha Cheruvu running through Colonies of Reddy Enclave, Prashant Nagar, Srinivasa Nagar Colonies Phases I & II. The canals join each other at Sree Bakery and flow towards Bharathi Nagar and join Chinnaraya Cheruvu at Anand Rao Nagar Colony.
I submit that during the rains during September 2016, the above two canals described under para 1 above, got flooded and water entered the houses causing lot of inconvenience to Citizens of the said above said colonies and damage to properties.
I submit that the Hon Minister of MA&UD, Sri K T Rama Rao on 23.09.2016 personally visited the colonies at Alwal and got apprised of the situation. I further submit that on the same day, officials of GHMC Alwal explained to the Hon Minister that due to silt in the canals, rain water storm drains and Nalas the outflow got affected and hence the drainage problems. The Hon Minister immediately announced Rs 10 crores for the drainage so that the Colonies would not have to face the problem again. I further submit that such announcement was also carried out in Media including Deccan Chronicle. The said News item is at Enclosure 1 for your information.
I submit that having waited for several months that the works on the drainage would begin with the funds released by the Hon Minister, I met you on 01.07.2017, as you are the Dy Commissioner of Alwal GHMC, and also the Head of the Office of GHMC Alwal, and given a complaint to take action to desilt Rain Water Storm drains, Nalas, Channels connecting Kotha Cheruvu and Chinnaraya Cheruvu to avoid frequent floods. The copy of my complaint is at Enclosure 2.
I submit that however you did not take any action as deemed fit which again led to flooding during the recent rains September – October 2017. I further submit that some face lifting work was carried out at Sree Bakery Junction which did not prove to be of any help to drain out rain water during the present rains.
I therefore gave another complaint dated 26.07.2017 which was placed before yourself that due to your negligence in performance of duty, encroachments on Nalas were not removed leading to flooding of the Colonies. The copy of the second complaint is at Enclosure 3. However this complaint too was not acted upon, for reasons best known to you, due to which drainage water entered several houses in Reddy Enclave, Srinivasa Nagar Colonies and flooded streets of Anand Rao Nagar and caused severe damage to movable and immoveable properties.
I submit that an amount of Rs 10 crores released by the Hon Minister K T Rama Rao, Minister of MA&UD, for the drainage, has been misused by you for other purposes leaving the citizens to their fate. I further submit that due to your misuse of Rs 10 Crores sanctioned by the Hon Minister of MA&UD, the Chinnaraya Cheruvu today has become polluted alongwith its environment. Citizens of surrounding colonies have been living in miserable conditions, inspite of money being given by the Hon Minister, to alleviate living conditions.
I therefore submit that your said acts imputes negligence, carelessness, if not serious misconduct.
I hereby give you Notice that if the said actions as sought for under my complaints at Enclosures 2 and 3 above are not acted upon immediately, I will, on the expiry of two months from the date of service of this Notice, file a Suit against you, without prejudice to my rights for seeking other available legal options, for misuse of funds and intentionally causing damages to movable and immoveable properties, at your risk and consequences.

With respect to the above subject matter, we place our humble request before your kind self for your benevolence to help citizens of Alwal and Bolarum.
We submit that there is a wicket gate (presently closed) adjacent to Railway Track and Rajiv Rahadari, which was being used by Citizens of Alwal and nearby areas to reach the road opposite your office. Senior citizens and women were using it to go for their morning walks.
Further the said wicket gate was also convenient for ex-servicemen living around Alwal to reach their Canteens for purchases.
At present the said wicket gate has been kept closed for some time now. This resulted in citizens having to go upto Lothkunta and then reach to the road opposite your office, causing some hardships.
Therefore we humbly request your good self to kindly consider this Appeal of ours and help us (Citizens) by opening the said wicket gate as it would do a World of good for us.

However now we have noticed that your office has begun construction of about 250 sq yds room comprising of 6 pillars, RCC Slab, etc., in Maruti Park of Temple Alwal. This is in much violation of the Orders as cited by then ACP, TPS, GHMC Alwal, and with no explanation coming from AE incharge.
We now therefore call upon you to provide immediate reply to this representation as to how the situation or conditions have changed which allows GHMC to construct a structure when our own applications for the same were rejected.
This matter may be considered very urgent as your office has committed Contempt of Hon Apex Court Orders and GAASA shall not hesitate to initiate contempt proceedings against you, if you fail to comply and stop and remove the structure immediately.

However we regret that till todate, the fencing work has not been completed which is allowing land grabbers to encroach the lake. As concerned citizens we have been protecting the lake from land grabbers and encroachers.
As of date, the Work of fencing is being shifted from Office to Office. Earlier GHMC Hyderabad was entrusted to fence it and now with NZ Lakes Division which is now waiting for a requisition from Irrigation Department.

The present arrangement of one Doctor, twice in a week without assistant is causing inconvenience to citizens of Alwal who need Medical Assistance, on regular basis.
Therefore on behalf of GAASA, we request your good self to kindly appoint a Full time Doctor with an Assistant at Alwal Ayush Dispensary to cater to the health needs of Alwal Citizens.

Due to such efforts, we were successful in convincing Sri T Harish Rao, Hon Minister for Irrigation and then Minister of MAUD (additional charge) to pass instructions on the concerned authorities to fence the lakes within ALWAL GHMC. However in recent past, during and post creation of the new Medchal – Malkajgiri District, few encroachments have occurred and new buildings coming up in FTL levels of CHINNA RAYAN CHERUVU.
Further your good self would also be pleased to note that since the year 2010, GAASA and its associated colonies have been vigilant in disallowing illegal borewell digging including 6 inches bore well in Alwal areas. This was possible due to support from VRO level officers till the Collector’s Office.
We therefore request your kind indulgence to kindly pass standing orders on the O/o The MRO Alwal Mandal to kindly take immediate necessary action as and when complaints on lake encroachments and illegal borewells are received and save the precious natural resources.

Sir,
Sub : Property Tax for Old Residential Properties – unscientific – arbitrary and illegal – request proper and actual assessments.
With reference to the above subject matter, we submit that the Residential property tax revised recently by GHMC is a blow to residential property owners. The residential house tax payers have been unnecessarily and illegally targeted and harassed by property tax department at your circle level.
As per your Roc.No.1479/CT1/CTS/GHMC/2007-08 Dt. 01-02-2008, no increase in property tax on residential buildings and the increase was only on commercial properties in the year 2008 by Sate Government.
The GHMC revenue department, after 2016 council elections, issued orders to reassess all the properties whose property tax was below Rs 1200 which was waived off by Sate Government.
But, while doing reassessment of properties which falls under this category, your circle offices illegally and arbitrarly revised & increased property tax with heavy penalty for the properties which were assessed earlier as per their existing plinth area on ground. Your tax department officials treated these residential properties as illegal constructions and done reassessment for the properties which had valid construction permission (without deviation) or regularised under BRS/BPS for the deviations at the time of assessment.
It is a real injustice to tax payers because their property tax has been increased multi fold and huge dues were shown in their accounts. Tax payers are unaware of this tax increase as revised demand notices were not served to them.
At present, the residential property owners, mostly senior citizens are standing in queues at Alwal GHMC circle office to get clarification on this abrupt property tax increase.
Officials at your circle office are unable to answer their queries and the simple answer from them is that, GHMC increased property taxes.
We from GAASA for sure know that Property Tax for existing residential houses has not been increased since 2002 and reassessment need to be done only to those properties which have constructed extra area/floors without permission / BRS/BPS. Your office must reassess the existing residential properties only if the plinth area is different on ground with the GHMC sanctioned plan.
The GHMC Tax Department without admitting their mistake articulating that, all residential properties tax must be reassessed with present annual rental value.
The normal practise of increasing property tax by Corporation in the earlier cases was percentage wise increase on existing property tax but not the way your circle office which are reassessing these properties as fresh constructions with current annual rental value.
We request you to help us in getting this issue resolved for the suffering Residential Property owners of Alwal GHMC.

Sub : Property Tax for Residential Properties increased arbitrarily and irrationally – Suggestions – Request – Reg.
With reference to the above subject matter, we wish to submit few lines illustrating the exploitation of how our Circle Office Property Tax Department officers exploited residential property owners.
We submit that the instruction to your circle offices to reassess the residential properties which enjoyed property tax waiver under below Rs 1200 category has been misinterpreted and your circle offices have also assessed age old properties which were assessed earlier with correct measurements on ground.
The increase for these properties was multi fold with wrong measurements shown in their property tax history database updated & available with your office.
Often the Civil society has been requesting your department to simplify the procedure of assessment and to make it transparent, fix the assessments uniformly for similar buildings used for similar purposes and situated in same locality, reduce the element of discretion and to avoid arbitrariness in the assessment of tax.
The Annual Rental Value (ARV) of buildings at present are not fixed with reference to the following factors namely – (a) Location of the building (b) Type of construction (c) Plinth area (d) Age of the building and (e) Nature of usage for the rebate from ARV based on the age of the building and to owner occupied residential buildings.
Recent reforms introduced by GHMC i.e (i) Levy of property tax with penalty on unauthorized constructions (ii) Rebate of 5% of property tax where tax for the current financial year is paid before 30th April of the year (iii) Simple interest at the rate of two percent per month in case of failure to pay property tax by the end of June for the first half-year and by the end of December for the second half-year and (iv) Extension of period of limitation for recovery of property tax up to 9 years etc, only fills the coffers of the GHMC but does not bring any transparency in property tax assessment.
Therefore as Property tax collections contribute 30% of GHMC annual revenue and therefore there is a need that the following simple reforms be incorporated to increase this revenue :
1. Introduce a system where property owner get his property assessed by an empanelled GHMC civil engineer. Once notified, the assessed property can be for open scrutiny by GHMC with penalization clause.
2. Restore & display assessed property history details with measurements on your website.
3. Give instructions to your circle offices to do assessment only for the properties whose measurements does not match with their earlier assessment data available with you.
4. Bring in new changes in your on-line Property Tax Self Assessment Module for easy and faster assessment with weekly follow up mechanism from head office.

Ref: 1. Our letter bearing no. GAASA/2017/004 dated 02.05.2017 addressed to your office.
With reference to the above subject matter, we submit below the efforts made in the past and continued efforts by GAASA to protect Chinnaraya Lake of Alwal. We are submitting below the details of the same.
Chinnaraya Lake was a fresh water lake for people of Alwal having a good source of water and used it for swimming, fishing and agriculture. There were fishes and fishermen and kids would love to learn swimming here. Over a period of time, this lake fell into bad days and thanks to bad planning of Authorities , it has now become a sewerage pond with drains flowing into it from Macha Bolarum, Alwal and Old Alwal. Around 15 colonies surround this 17.25 acre lake spread and the foul smell coming out of this Lake round the year has made life miserable for the citizens. It is a perfect breeding ground for mosquitoes. Several representations made to local GHMC office did not yield any result. Four Governments have changed and 4 MLA’s could not solve this problem.
The Greater Alwal Allied Service Association (GAASA), a federation of Colony Welfare Associations has been persistently approaching all authorities concerned right from GHMC Alwal to MRO Malkajgiri and Collector Ranga Reddy but all authorities have just done a ball throwing game to avoid doing their duties. Displeased with this problem, GAASA approached the Collector Ranga Reddy Dist., in January 2013, seeking protection, fencing, diversion of drainage water and FTL Fixation to the extent of Lake spread. However our request was forwarded to MRO Malkajgiri and North Zone Lakes Division Executive Engineer with the instructions ‘ Why is the tank not being protected. To Just immediately and take necessary action”. However none of MRO or the Executive Engineer bothered to act. Not finding any solution except for hollow actions, GAASA went on a Dharna and Rally, in April 2014, to GHMC Alwal Office to further request action for fencing of the Chinnaraya Lake to protect it from land grabbers. However the Officials knowing about our Rally preferred not to attend the Office, to avoid receiving our Representation. GAASA received a letter, based on our online complaint, from GHMC Alwal, in July 2014 throwing the blame on MRO Malkajgiri that it is they who have to furnish Lake Boundaries. This proved the negligence of GHMC Alwal, that they did not have the lake boundaries within their Circle till GAASA took up the issue. After an Alwal resident Mr Kanaka Reddy became MLA of Malkajgiri, GAASA was sure that this issue would be taken up immediately and gave him a representation in May 2014. However Citizens were disappointed.
GAASA even went to the extent of reminding the MRO in July 2014 to please honor the letter and instructions of the Collector RR District and GHMC Alwal to fix the boundaries. However till today the MRO Malkajgiri has not furnished the lake boundaries which is contradictory to the claims of Superintending Engineer, Hyderabad Lakes and Water Bodies Circle
Having done one year running around GHMC and MRO, GAASA then approached the Hon Minister of Irrigation Mr Harish Rao in February 2015 and apprised him of the problem of Chinnaraya Lake. The Minister immediately directed the GAASA team to approach the Collector Ranga Reddy and Chief Engineer Irrigation with clear instructions to ‘examine the issue and take immediate action’ endorsed on our Representation to the Hon Minister.
After this intervention of Sri Harish Rao, the wheels started to move slowly with a letter to GAASA from the Superintending Engineer, Hyderabad Lakes and Water Bodies Circle who addressed a letter to the Chief Engineer Minor Irrigation with false statements that the FTL Boundaries of Chinnaraya Lake was completed and that the Lake Map was submitted to the Metropolitan Commissioner HMDA. Further the Superintending Engineer again threw the blame on the Revenue Dept stating that the Maps need to be certified and that they had not acted on it. Further the Superintending Engineer also falsely submitted in the same letter that several Writ Petitions are pending as filed by the Land holders in possession of land in FTL area. In fact no Writ Petitions are pending as per the Proceedings of the Land Owners who gave in writing, on the initiative of GAASA, to Collector RR District that they have no objection to the lake fencing within the lake spread of 17.25 acres.
GAASA understood one thing within all this exercise that the Officials of all concerned departments have no real intention to put up fencing of the Lake. They are only trying to escape the duty. On one hand they fenced 4 other lakes within Alwal to the extent of the Lake Spread ignoring the encroachments within FTL, and on other hand the same officials want to create fear amongst the other colonies within FTL that they would fence the whole 48 acres apart from the 17.25 acres to deter them from asking for protection of the lake and diversion of the drains flowing into it. However what the officials did not expect was that GAASA was going head on to get the fencing done upto the lake spread to protect the lake. Even the Collector RR Dist in one of his meetings with GAASA team agreed that two line fencing can be taken up which includes the lake spread of 17.25 acres and other line fencing outside the open lands surrounding the Lake with approach roads given. However nothing much happened.
Further GAASA appreciated the Minister’s interest in the Lake development which was not the case of the Officials. Therefore when the Minister visited the lake in April 2015, GAASA reminded him of the inaction of the Officials. He immediately pulled up the MRO as to why no action was being taken. However the MRO promised action and disappeared. The careless attitude of the GHMC and MRO for the Hon Minister’s instruction can be gauged from the fact that the Trees planted by the Hon Minister to commemorate the inauguration of the bund of the Lake has withered away and gone.
GAASA has waited for some action and again approached the Collector RR Dist to remind him of the pending work and also presented a memorandum of land owners surrounding the lake who promised co-operation, in writing, to fence the 17.25 acres lake spread. This memorandum directly proved the lies spread by Superintending Engineer of Hyderabad Lakes and Water Bodies Circle by giving in writing that no Court cases have been filed by them against the lake in Sy no. 248. The unfortunate angle of this non-fencing was a helpless Collector whose MRO did not follow his instructions to fix boundaries of the Lake and defiant GHMC Officials who have proved that even Hon Minister Harish Rao also cannot make them work.

We submit that LRS Applicants from Alwal areas have got affected in securing loans, sale, etc., due to such delays. Further in cases where inspections are completed by the concerned staff, there have been no intimations on the progress or balance payment dues, to the applicants.
We further submit another problem of procuring NOC proceedings from O/o The MRO Alwal Mandal as sought by your Office. Two applications bearing nos., 3000011495 and 3000076145, have been held up as your office claims that the said land is in a Water body.
We submit that the location of the land pertaining to the afore said applications, are very much in midst of residential colonies and GHMC approved apartments since decades.
Further when the afore said applicants approached the MRO Alwal Mandal, it appears that the said MRO has no instructions on issuance of the same for purposes of LRS of plots and has refused the same.
In view of the problems, as mentioned above, GAASA suggests the following actions to be taken from your office in order to help Citizens;
LRS applications for disposal be taken up in a chronological manner as per date of application and disposed off within 15 days of inspection.
Upgrade your layout maps with factual situation at ground level or synchronize with data available with Revenue authorities to avoid trouble to citizens.
Any lapse on part of applicant be informed to him/her so that the same can be resolved immediately.
Provide an inter-phase between applicant and TPS of your office for redressal on applications. This can be done either through a person-on-phone or through a well attended email id.
Issue a letter to O/o The MRO, Alwal Mandal to provide NOC on case by case basis for plots.
Kindly instruct GHMC Alwal to synchronize their Town Planning data with your office to avoid unnecessary trouble to Citizens of Alwal.

With reference to the above subject matter, GAASA deeply regret the inaction of your Office on illegal constructions and utter Contempt towards Orders of the Hon Judicial Courts and Hon Lok Ayukta.
We have been complaining against the illegal construction, under 1st reference, for long and unfortunately no action has been taken in stopping this illegal activity.
The moot point is if your office has allowed this illegal construction to continue unabated, then why some other buildings with cellars are being demolished. It appears that Building Rules are being applied arbitrarily and randomly.
It is not out of place to recall that several illegal cellars of buildings were got demolished or filled up, in the past, and we are requesting for the same action now too. GAASA submits that the cellar in this case needs to demolished or closed immediately.
Members of GAASA deem that this is a perfect case for filing of a Criminal Case of dereliction of performance of duty on part of a Government Servant, against the concerned Officer who ought to have acted on the said illegal construction.
Hope you would take immediate action in this regard within 5 days of receipt of this complaint and that we continue to work together in making Alwal a better place to live in.

We submit that there is a wicket gate (presently closed) adjacent to Railway Track and Rajiv Rahadari, which was being used by Citizens of Alwal and nearby areas to reach the road opposite your office. Senior citizens and women were using it to go for their morning walks.
Further the said wicket gate was also convenient for ex-servicemen living around Alwal to reach their Canteens for purchases.
At present the said wicket gate has been kept closed for some time now. This resulted in citizens having to go upto Lothkunta and then reach to the road opposite your office, causing some hardships.
Therefore we humbly request your good self to kindly consider this Appeal of ours and help us (Citizens) by opening the said wicket gate as it would do a World of good for us.

Further huge funds to an extent of Rs 10 crores were provided by the Hon Minister for MA&UD for drainage works but remained on paper only
It is urgent and immediate that the due action be taken up, to avoid flood like situation as happened during the 2016 monsoons.

Incomplete boundary walls of GHMC Parks and Grounds may be completed to avoid encroachment.
8.Footpath encroachments
Orders of the GHMC commissioner B Janardhan Reddy be implemented which states that the drive should continue till all footpaths are cleared of encroachments and that stringent action be taken against repeat offenders. A compulsory drive of 2 times a week be undertaken and heavy fines be imposed on owner and tenant who have encroached pavements for their own purposes. Goods displayed on foothpaths maybe confiscated .
9.Road widening.
Request to pursue the long pending issue of road widening between Telangana Thalli Statue to IG Statue for which surveys have been done and money sanctioned. The foundation stone also was laid and GHMC Alwal needs to act fast on it.
Remove encroachments on roads in Kanajiguda-Telecom Colony road.
10.Occupancy Certificates
TPS is issuing Occupancy certificates to building owners who have violated set back rules especially in the front side of their buildings. This needs to be stopped. For examples H Nos 1-11-30 and 1-11-45 Temple Alwal be scrutinized as Tax demands have been raised for such violations.
11.Cellar Constructions & constructions on nalas
Our complaints on illegal Cellar constructions at Sree Bakery and illegal constructions on nalas near opposite Life Hospitals was not acted upon and be removed immediately
12.Implementation of orders of Hon Judicial Courts and Lok Ayukta.
Immediate implementation of Orders of Hon Judicial Courts and Hon Lok Ayukta on illegal buildings.
13.Issuance of OC’s to Apartment builders who sold off the GHMC Hypothecated portions to innocent buyers. Develop a mechanism to inform the respective SRO not to register such properties which are hypothecated portions belonging to GHMC.
14.Illegal Flexis
Illegal Flexis be removed immediately as TRS Govt itself has banned them.
15.Illegal food joints
Continue the raids on unhygienic illegal food joints especially the movable carts who assemble daily in the evening.
16.Protection and development of colony parks and grounds
GHMC Alwal may identify (or take the suggestions of GAASA) of such colony parks and grounds which have been neglected, for development. This will increase the green cover and also inculcate sports spirit in youth of Alwal.
17.Dog menace
Issue a letter to North Zone office to provide a dedicated dog catching unit for Alwal as the menace is increasing.
18.Mutation of Ownership pertaining to Indoor Badminton Court on SV Colony open land
The Dy Commr may kindly expedite the process of mutation and transfer the property to Sri Venkateswara Co-op Housing Society Resident Welfare Association, as at present the premises is being misused and subject to illegal activities.

Sub: Representation – improving Policing within Alwal limits – your kind attention and necessary action – request – Regarding.
We are pleased to have your kind self as our Commissioner of Police. We had been encouraged by your people friendly management when we met your kind self during your stint as Addl Commr (Traffic) at HTP. Having received our representation your kind self benefited us by taking necessary action and provide us new traffic signals from KV Office, Secunderabad upto Lothkunta X Roads.
We submit that the following needs your kind attention for improving Policing under Alwal PS Limits as the same is being pursued since much time earlier;
- Initiating action to strictly implement Door Frame Metal Detectors (DFMD’s) in premises of Departmental stores viz., Reliance outlets, Spencer Outlets etc and in major religious places within Alwal viz., Sri Venkateshwara Temple at Temple Alwal, Jai Vaishno Mata Temple and Gurudwara at Venkatpuram Road, etc.
- Replacing the present over-12 year old patrol vehicles under Alwal PS with new ones. We have at present only 3 patrol vehicles which are insufficient for effective patrolling during night times. Replacing the old with new ones and further addition to the present strength would make Alwal safer.
- We require your kind action to post a WSI on regular basis at Alwal PS to receive petitions from aggrieved Alwal women. This would also improve Police-Public relations. Regret to submit that today women residents are feeling a bit too shy to profess their grievance to male Police or to Women Constables who are available at the reception counter of Alwal PS.
- We further submit that the requirement of having a separate Police Station at Jawaharnagar is long pending since last 15 years. We are of the opinion that separating Jawaharnagar from Alwal PS would resolve problems relating to that area much more effectively and also lessen burden on Alwal PS.
- We would also want the Alwal PS to encourage Police-Public Interactions on a regular basis like what we have with GHMC, Collector’s office atleast once in a fortnight. This would enable the aggrieved citizens to have an opportunity to meet the concerned Police officials and get their grievance redressed and know status of their pending cases.
- Further we need a Traffic Police Out-post within Alwal as the present Traffic PS is at Pet Basheerabad and is not connected well with APSRTC bus service. This puts Alwal citizens to a problem to report a Traffic Offence or seek help.
- Further the long pending need for Traffic Signals at Golnaka Alwal cross roads has not been considered and we request your good self to extend your help in this regard.

Sub: Noise pollution – use of public address systems – temples / churches -blanket permissions – ban required - Hospitals, schools, Senior Citizens Day care centres – Implementation of Guidelines laid down by Hon’ble Supreme Court of India – Request – Reg.
With reference to the above subject matter, we wish to reiterate that the misuse of permissions issued for Public Address systems within the Jurisdiction of Alwal PS has tremendously increased. In this regard GAASA submits that public address / sound systems are being used at Marriage halls and Temples almost on a weekly basis causing much inconvenience and health hazards. The biggest nuisance which is being continuously permitted for last two years is the playing of songs from 9 am to 5 pm daily at a tent pitched by a group at E-seva Alwal who are seeking a separate state.
Most often religious functions are being held at Sri Balaji Temple at Temple Alwal and the sound boxes are put along the 1.5 km stretch from the Temple to the main roads in front of and behind the temple. Your good self will regret to learn that there are 4 Hospitals, schools and a Senior Citizen Day Care Centre on this stretch of road. Tragically permissions are often taken but the guidelines issued by the Hon’ble Supreme Court are given a silent burial. The impact of the noise on sick citizens of Alwal is unimaginable and general public are victims of the same. Further the fear of physical attacks from organizers of such functions is making general public suffer silently. Therefore GAASA has taken the initiative of complaining to your good self on this matter.
The same case is with few marriage halls around Old Alwal which are being used, on Sundays, for Church purposes especially the VBR Gardens and the same problem of loud noise are prevalent there too. Now to add to problems another new Church has come up at Rajiv Gandhi Statue, Golnaka Alwal within 50 meters of two maternity hospitals.
Please permit us, at the cost of repetition, to reproduce the extract of the Hon’ble Supreme Court Guidelines with a request to pass that on to your subordinate offices;
1) The noise level at the boundary of the public place, where loudspeaker or public address system or any other noise source is being used shall not exceed 10 dB(A) above the ambient noise standards for the area or 75 dB(A) whichever is lower.
2) No one shall beat a drum or tom-tom or flow a trumpet or beat or sound any instrument or use any sound amplifier at night (between 10.00 p.m. and 06.00 a.m.) except in public emergencies.
3) The peripheral noise level of privately owned sound system shall not exceed by more than 5 dB(A) than the ambient air quality standard specified for the area in which it is used, at the boundary of the private place.
We therefore request your good self to pass instructions on the SHO, Alwal PS to regulate issue of permissions for use of Public Address systems as laid down by the Apex Court. This needs to be regulated immediately, failing which GAASA may be constrained to consider this as contempt of the Apex Court Orders and take up the matter at that level.
Look forward to an affirmative action, within the next week, in making Alwal a better place to live in. A copy of instructions passed in this matter may be marked to GAASA for our reference.

With reference to the above subject matter, we submit that after exhausting all available options within the framework of GHMC, we the citizens of Alwal are compelled to come in a rally and stage a dharna and submit this representation to your good self and get our complaints redressed.
GAASA is a non-profit and non-political Organisation and works purely with Social Service minded persons / colonies and leaves no stone unturned to make Alwal a better place to live in. We have been submitting our complaints to your office since the year 2007 on illegal constructions, deviations from sanctioned plans etc., more specifically pertaining to Town Planning Section (TPS). However no response or action is coming forth and Alwal has turned into a paradise for land grabbers and illegal constructions etc., due to dereliction of duties by TPS. Complaints made to CSC GHMC Alwal too is ignored which is actually supposed to give action taken report within stipulated time.
We therefore are submitting this representation with signatures of Alwal citizens to your office with a kind request to please call for records of our complaints pending with TPS Alwal and other sections and provide a reply of the action taken on our complaints from date of receipt of complaint till to date within next 3 months failing which we shall have to seek legal remedies.

With reference to the above subject matter and the letters under reference, I submit that the Cityzen Colony Welfare Association had approached your office vide letters under 1st and 2nd reference pleading your office to intervene and stop the encroachment of the 50’ feet public road in their Colony, by owner of the plot no. 183 of their colony. However there was no action and hence the situation now is that the encroachment has fortified into a regular construction, much in violation of law.
Having got no response from your office, the Cityzen Colony Welfare Association have approached us, GAASA seeking our help in resolving the matter, vide their letter under 3rd reference. In this connection, I visited the said colony alongwith the office bearers of the Welfare Association and took stock of the situation and also photographed the encroachment for the sake of this representation. Photos are shown below.
Further I am pleased to inform your kind self that GAASA alongwith UFERWAS had a meeting with your Commissioner at his office on 3rd July 2012.During the meeting the subject matter of inaction of TPS of GHMC Alwal on several complaints made by GAASA on illegal constructions including within GHMC lands, was brought to his notice. The Commissioner expressed shock at such negligence of duty and appreciated GAASA of reporting such cases with photographic evidence and accepted our complaint for necessary action. The Commissioner also promised that he would definitely spare enough time for GAASA in case your office or that of Zonal Commissioner, NZ, GHMC failed to take immediate action, as per Citizens Charter, on complaints of GAASA, on violations of standing rules. GAASA feels encouraged by such enterprising officers as Commissioner GHMC and we pledge our support and cooperation in such matters. Copy of our representation to Commissioner, without enclosures, is enclosed herewith.
We therefore request your good self to get enquired the alleged encroachment and remove the structure immediately lest others may also venture into such encroachments. The copies of the letters under reference alongwith newspaper cuttings touching the said case, layout plan, registration plan of plot no. 183 is enclosed herewith for your ready perusal.

Further I am pleased to inform your kind self that GAASA alongwith UFERWAS had a meeting with your Commissioner at his office on 3rd July 2012.During the meeting the subject matter of inaction of TPS of GHMC Alwal on several complaints made by GAASA on illegal constructions including within GHMC lands, was brought to his notice. The Commissioner expressed shock at such negligence of duty and appreciated GAASA of reporting such cases with photographic evidence and accepted our complaint for necessary action. The Commissioner also promised that he would definitely spare enough time for GAASA in case your office or that of Zonal Commissioner, NZ, GHMC failed to take immediate action, as per Citizens Charter, on complaints of GAASA, on violations of standing rules. GAASA feels encouraged by such enterprising officers as Commissioner GHMC and we pledge our support and cooperation in such matters. Copy of our representation to Commissioner, without enclosures, is enclosed herewith.
We therefore request your good self to get enquired the alleged encroachment and remove the structure immediately lest others may also venture into such encroachments. The copies of the letters under reference alongwith newspaper cuttings touching the said case, layout plan, registration plan of plot no. 183 is enclosed herewith for your ready perusal.

With reference to the above subject matter and in continuation of our joint inspection on 14th June 2012, I submit that GAASA has been pursuing the subject matter relentlessly for the convenience of residents of Alwal. Your good self will be pleased to know that GAASA has pursued the proposal of bus shelters with the Dy Commissioner, GHMC Alwal and the Dy Commr has accepted our proposal and taken necessary action in this regard.
In this regard we request your good self to kindly consider our proposal of shifting the present Golnaka Bus stop to the spot near Rajiv Gandhi Statue. Further we suggest that a bus stop be located at Satya Complex which has ample space for a common bus shelter for buses plying towards Bolarum and Suchitra. This will help the passengers to remain at one shelter to use buses on both the routes and help avoid residents with bags and children running between two bus stops at Golnaka. The bus stop at Ambedkar Statue at Old Alwal is presently situated at a turning and causing traffic congestion. Therefore this bus stop be moved ahead towards the Sri Bakery junction near the Pallavi School or opposite to South India Bank. These above revised locations are very much in your knowledge as shown by both of us.

We submit that daily the APSRTC runs several buses to areas under Alwal GHMC, but unfortunately there are no bus shelters to accommodate the waiting passengers especially in the harsh seasons. With the monsoons coming in there is an urgent need for bus shelters within Alwal GHMC especially on all routes under GHMC Alwal. GAASA shall provide all support to your office in the inspection to decide the requirement of the bus shelters. Further GAASA requests your good self to kindly also relocate the present bus stops with help from Depot Manager, Hakimpet Depot as growing populations are facing congestion due to buses stopping in middle of the roads. For example the main bus stop at Golnaka Alwal is a hindrance to traffic movement. Therefore GAASA suggests your kind self to initiate action to relocate bus stop at Golnaka to the front of the Satya Residential complex (old Satya talkies) adjacent to the petrol pump on the Rajiv Rahadari. This location is advantageously located with enough space to hold two bus shelters and is a public land. GAASA shall supplement your efforts with the Depot Manager, APSRTC, Hakimpet Depot and other authorities in setting up shelters for convenience of the public.

Our experience says that the inbuilt talent can come forth more vibrantly provided we give them the facilities to exhibit the talent. One example which is evident is that of development of Golnaka Play Grounds at Golnaka Alwal. We feel proud to inform you that under active encouragement and coaching by GAASA members, today children from Alwal have achieved honors at Circle level, Zonal Level and State Level. Two sportsmen of Golnaka Playgrounds have won laurels for Alwal as one boy got selected for under 14 football team for State of AP and another being the highest scorer in the Sachdev Sports Football tournament 2011. We are very sure that very soon, one of our Alwal youth will bring honors to Alwal at National level. Thanks to support of Sports Wing of GHMC, today Golnaka Play Grounds has nourished teams which during 2011-2012 have won the Sachdev Sports Football tournament at Tirumalgiri, the Football tournament at Ghasmandi Secunderabad, the Inter-zonal foot ball Mayor’s cup. Further Alwal Sports persons have held the runners up position in GHMC Inter-Zonal Basketball Tournament.
Following such encouraging performance by our Alwal Youth, GAASA has surveyed several grounds lying vacant under GHMC Alwal which could be developed as playgrounds. Several other sports like basketball, swimming, skating, tennikoit etc could be encouraged if these playgrounds are developed as required. In this regard, I have visited the two places and found them locked. This park was developed by pursuance of GAASA with support of Senior Citizen Forum of F B Nagar Colony and was being used for their morning walks and leisure. The other ground was locked with strange boards claiming unsubstantiated statements.
Therefore we request your kind intervention to get the locks removed from the park and the playground since it is illegal and arbitrary and restore it as a public place.

With reference to the above subject matter, we are pleased to introduce our organization, the GREATER ALWAL ALLIED SERVICE ASSOCIATION (GAASA) to your good self. GAASA, is a federation of Resident Welfare Associations under GHMC Alwal, and has since 1987 been actively involved in securing solutions for common problems being faced by residents of Alwal from appropriate Government organizations. GAASA, in severely critical and hostile actions of public servants, had got remedies by utilizing the RTI Act 2005 and through orders of the Hon’ble High Court of AP.
We submit that your good office is aware of the heavy traffic movement from the Golnaka Junction (Telangana Thalli statue) to Rajiv Gandhi Statue is resulting in frequent accidents and even a death in recent past. Further vehicles entering the Golnaka Area from the Rajiv Rahadari Road are doing so at a high speed resulting in accidents. Therefore we request your good self to recommend to GHMC Alwal to put up speed breakers on this road, as per norms, to avoid accidents and save lives.
Further we also request your good self to initiate action to set up electronic traffic signals at Golnaka Alwal junction in order to regulate traffic. Our earlier letter under 1st reference on the same subject has not been acted upon.
Further there is an urgent need to post Traffic Constables at the Indira Gandhi Statue at Old Alwal during peak hours of evening to regulate traffic and remove vendors on road to streamline traffic.
We further have noticed that in case the diameter of boundary wall around Rajiv Gandhi Statue on Golnaka Alwal road is reduced, it will help smooth flow of traffic and avoid traffic jams. We request your good self to recommend to GHMC Alwal to reduce the boundary wall. GAASA is prepared to assist your office to liaison with GHMC Alwal in interest of Alwal Citizens.
REPRESENTATION MADE TO SOUTH CENTRAL RAILWAYS WITH REGARD TO ALWAL RAILWAY STATION
COMMUTER AMENTIES:
- The platforms are devoid of seating provision and there are no benches or seats for the convenience of the waiting passengers. It is important to bring to your kind notice that the seats provided earlier have been removed. We hope your office has been put to notice of its loss. Therefore GAASA requests your office to provide reasonable seating provision for the convenience of the passengers.
- There are no concrete steps or paved way for the passengers to use. It is requested that your office may provide an appropriate passage.
- A drinking water source may be provided on both the platforms since none exists at present. The piping and old connections, if repaired would quench the thirst of the passengers. Presently no toilets are available and there is a strong necessity for provision of atleast one toilet for the convenience of the passengers.
- The weather shades provided on the western side of the railway station is of inferior quality. The same was pointed out to the resident station master by our members at the stage of installation itself. As expected the weather shades have given away. The same leaks during rainy season profusely in as much as the rain outside the weather shade. GAASA request your kind self to provide better weather shades which can protect the passengers.
COMMUTER SAFETY:
- It is reminded that after the broad gauge conversion, the platforms were redesigned and erected. The design and erection is absolutely inappropriate and the same can be established by experienced engineer members of GAASA. Due to such negligence, passengers alighting / boarding the trains have to traverse a huge gap between the steps of the bogie and the platform. This has created serious mishaps and injury to the passengers due to their slipping and falling between the train bogie and the platform. This improper design of the platform needs immediate attention and correction at the earliest.
- The Alwal Railway station comprises of huge land space and the boundaries are not fixed. There is an immediate need to fix the same for protection and development of the Alwal Railway station. Further due to free accessibility to the property of the Railway station, the rotten vegetables and effluents from the abetting Rythu Bazaar and surrounding weaker section colonies are being dumped into the Railway property. These rotting biological wastes are polluting the railway station and are a potential source for spreading diseases amongst residents.
- Further the illumination on the passage to the Railway station and on the platforms needs to be improved for the safety of the passengers.
- GAASA is of strong opinion that the main reason for the improper upkeep and deterioration of the Alwal Railway Station is due to lack of permanent and dedicated staff to man the operations related to the railway station. There is no trace of any inspection by higher authorities of your Division. We therefore request your kind self to use your good offices to consider the above mentioned grievances of the passengers who are your consumers as well and it’s within their rights to seek better amenities from your organization.

REPRESENTATION MADE TO DISTRICT COLLECTOR OF RANGA REDDY FOR PROVIDING GREEN COVER, PLANTATION, FELLING OF TREES, LAKE ENCROACHMENT AND BEAUTIFICATION AND POLLUTION
In past years, Alwal areas under the GHMC Alwal have lost sufficient greenery either due to illegal felling of trees or for other reasons. At present the Green Cover is very minimal leading to loss of green cover which in turn is leading to environmental problems as well as increase of pollution in areas under Alwal GHMC.
It is pertinent to mention here that one of us, (Dr G V Rao), as a private person, had represented to the concerned officials about this matter, as seen in the copies of the enclosed letters under reference but to no avail. Therefore, we request your kind self to peruse the contents of the enclosed copy of the letters under reference to provide the necessary relief, as sought for by us.
We further plead before your good self to kindly protect the two lakes within the Alwal area viz., Alwal Lake (abutting the Alwal Railway Station) and Chinnarayini cheruvu near MES Colony. We request your kind self to intervene and immediately stop the discharge of pollutants from the surrounding colonies into the lake and further de-silt the lakes so as to allow water to be deposited to its FTL. In short we would like your office to protect the two lakes and also take up its beautification on lines of the Safilguda and Saroornagar Lakes which will further make Alwal a better place to live in.
